Many changes, but we now use `debconf-set-selections` to choose relevant defaults, and use sane options.

Note while this will install inside a docker container, services may be a bit odd as there's no real init in the container.

This also includes a pre-build docker container (in the GitLab docker registry) which is used for the initial packaging stage, and saves a load of time installing a load of dependencies each time it starts.

It is of more utility in symbiosis-common, and we could all it elsewhere
