This is using the up-to-date list from Mozilla at
https://wiki.mozilla.org/Security/Server_Side_TLS

This is required for the vhost module to work when the IP is being
shared with other name-based virtual hosts.

Hopefully closes #12423

Also fixes the HSTS headers not getting sent due to wrong module name
in if clause (fixes #12343).

 * Moved static pages into /usr/share/symbiosis/static
 * Adjusted templates to reflect the above change
 * Removed /bytemark path from individual site templates.
 * Burnt all gifs.

Adjustet the apache templates to use the new logger.

Neatened templates to use nicer ERB.

 * Added make task to build manpages.
 * Tided Symbiosis::ConfigFiles::ApacheSSL a little.
