Merged in two changes from maker, updated dependencies for symbiosis-email to include dovecot-managesieved and dovecot-sieved

Updated exim4 config for use with gnutls, now successfully installs exim4 and symbiosis-email (up until Dovecot, at least).

Added requirement for ruby1.8 to firewall, updated debian changelog (now stable instead of UNRELEASED).

 * Replaced all shebangs
 * Tests now work for both 1.8/1.9.1
 * Check for fakeroot in tests (as this breaks safe-opening tests)
 * symbiosis/utils now works in 1.9.1
 * Makefile now has a rule for both tests

 * symbiosis-create-sites will now treat mass-hosted sites like
   individual ones if /etc/symbiosis/apache.d/zz-mass-hosting.disabled
