Import gitlab-ci fix from https://gitlab.com/lupine/symbiosis/commit/ab442a878133793037bcd6a6d1519c9c98d72e4a

This also updates the defaults configuration, and adds in helpful
comments :)

Also this uses the normal debhelper "links" file to install monit
scripts.

This is to co-incide with the nameing scheme in jessie.  Also add in the
missing freshclam monit job

This extra bit of code calls `systemctl` to see if the clam processes
are running, rather than checking the pidfile.  This command exits zero
if the service is running.

 If systemctl is unsuccessful for *any* reason, then fall back on
checking the pidfile.

Starting/stopping the processes still works via the sysvinit
compatibility layer.

If systemd is not running, the systemctl command displays

    Failed to get D-Bus connection: Unknown error -1

and exits non-zero, so we continue on to the pidfile check.

This closes #49.

This reverts commit d4ddb820.

This is a model commit to show how to move the "hard-coded" monit
scripts into /usr and replace them back into /etc/symbiosis/monit.d with
symlinks.

Also add the latest symbiosis "meta" repo to our sources lists to allow
symbiosis packages to be installed.

Also add blank line to end of 40-address-pipe to keep consistency with
other snippets.

If the executed program fails then don't return the output to the
sender as a bounce, instead keep the message queued.

Move the monit scripts to /usr and re-instate with symlinks in postinst
